A New Era for Balboa Island Ferry: Going Electric!

The beloved Balboa Island Ferry, which has been shuttling passengers and vehicles across the harbor for over 100 years, is embarking on an exciting journey toward a cleaner, greener future. After facing potential closure due to California’s stricter emissions regulations, the ferry has secured crucial funding to electrify its entire fleet.

What’s Happening?
The Balboa Island Ferry has finalized agreements with state agencies to launch a historic zero-emission ferry electrification project. All three of the ferry’s existing diesel-powered vessels will be replaced with brand-new, battery-electric ferries. This transition will help the ferry meet California’s environmental standards while preserving a treasured local landmark that serves residents and visitors daily.
The project has been in the works for several years, and the ferry faced significant challenges along the way. California’s Air Resources Board (CARB) regulations required vessels to reduce emissions, and without the ability to electrify, the ferry risked permanent closure. Thankfully, through collaboration between private and public partners, the ferry has secured the necessary funding to make this transformation a reality.
The Funding Journey
In 2024, CARB announced an initial grant of $7.9 million to help with the conversion. The agreement finalized in early 2026 brought additional support, making the total funding package robust enough to cover the costs of designing, building, and implementing the new electric ferries. According to early estimates, the total cost of upgrading the fleet was projected to be around $5 million, though final figures have evolved as the project developed.
Seymour Beek, President of the Balboa Island Ferry, noted that the ferry itself will contribute approximately $2.3 million in kind by continuing to operate its ferries and testing the electrification process. This hands-on involvement ensures that the new technology will be practical and effective for daily operations.
Overcoming Challenges
The road to electrification hasn’t been without its bumps. In 2023, concerns about the ferry’s future sparked community action, with residents rallying to save this iconic service. Seymour Beek expressed frustration with the state’s regulations at the time, stating that the rules didn’t fully account for the unique challenges faced by small ferry operators.
Despite these early concerns, the collaborative efforts between the ferry, state agencies, and local representatives like Assemblymember Diane Dixon resulted in a solution that balances environmental goals with the preservation of a cherished community asset.
